Implement Tweetbot-style mute filters #4

If there was a different way to share one's Tweetbot's mute filters (than just tweeting them; I'm thinking more of a repository that other apps can use), I'd implement this not-quite-a-heartbeat.

I have something like this working in a dev version. It loads JSON files on each tweet, runs through the mute type (regex, phrase, keywords, account, and soon, app and hopefully an API to do something more programmatic). I want to implement everything at http://notes.justagwailo.com/twitter/mute
