SetDecor TINY and TOOL have the same aspect #1037

According to the manpage (and Fluxbox 1.1) the TINY decoration state should show the titlebar with only an iconify button, while TOOL the standard titlebar. On Fluxbox 1.3, TINY looks exactly the same as TOOL.

Tool should display an empty titlebar (no buttons) and Tiny only the minimize button. Both do so for me (in 1.3.7 and 2016 ;-) but from the code i'd say the value is probably nuked for TYPE_TOOLBAR and TYPE_MENU windows.
