Since good and old fluxbox versions, this was true. Current manpage also says this:

Any menu: Clicking button 3 in a menu will popdown the menu.

But clicking with right button will launch the menu item. This should be fixed. (I tested on 0.9.9)

Right-click on menu "title" will close it, but right-click on any item will launch the item.

This bug is a quite annoying, specially on "right-click on titlebar" menu, since there is no "menu title bar". I need to find somewhere else to click, like the free desktop (root window) to close that menu.

This can't be changed. There are menu items that react differently to the right click. The window menu can be closed by right-clicking on the titlebar again.
