As noted in the name, this character is only used in Khuen. Khuen has a very different style with a number of different character shapes. Therefore Payap Lanna would never be used for Khuen. Payap Lanna is designed specifically for the Lanna script used for Northern Thai only. As such, there is no attempt to make this font cover the whole block.

There are other differences between Lanna and Khuen styles that may mean it is inappropriate to give full block coverage in this font, but I am open to reconsidering this at some point.

Then implement it somehow — maybe just as a spacing character, maybe just in sans-serif style. Your font is “default Lanna style”, so people will use it even for Khuen texts.
