Centering of finals in head position

Finals in head position should be centred wrt the stem instead of the width in U+16F00, U+16F16, U+16F18, U+16F33, & their warted if any.

MH has indicated that he has dealt with this in Graphite but not in OT.

I think this is just a question of moving APs, but why would it be fixed in Graphite and not in OT if that were the case?
