Can't open multiple mintty terminals with Windows "Shortcut key" #417

What steps will reproduce the problem?
1. install cygwin (shortcut to "Cygwin Terminal" will be created on desktop)
2. right-click "Cygwin Terminal" -> "Properties"
3. focus the field "Shortcut key" and press "Ctrl-Alt-T"

What is the expected output? What do you see instead?
Pressing key combination "Ctrl-Alt-T" should always open new mintty terminal.

If no mintty terminal is currently running, then shortcut works. 

But if mintty is already running, then nothing happens. So it's not possible to 
open multiple instances of mintty with specified shortcut.

What versions of mintty, Cygwin/MSYS, and Windows are you using?
mintty: 1.1.3
Cygwin: 1.7.27
Windows: 7

Identical issue - right down to the selected hotkey.  Problem may be a Windows 
problem, as clicking on a taskbar icon by default also results in the existing 
terminal window receiving focus rather than launching a new instance.
