base62 encoding shrinked script fails with 3.1 but works with 3.0

What steps will reproduce the problem?
1. pack with shrink and base62 options checked, or shrink first then base62
2. decode

What is the expected output?

What version of the product are you using? On what operating system?

3.1, on latest chromium and firefox

Please provide any additional information below.

Works with 3.0... so for now i shrink with 3.1 and base62 with 3.0
