I think you need to merge this before we can figure out if the services are actually running on this default config or not. Scrutinizer has run through on it's default settings already (without a .scrutinizer.yml), see https://scrutinizer-ci.com/g/silverstripe-terraformers/silverstripe-embargo-expiry/. Codecov automatically adds the repo when the coverage.xml gets first uploaded (via the Travis build)
