Each of these changes has its own commit. You can review the commits individually if that makes peer review easier.

Updates PHP to 8.1 (https://github.com/silverstripe/api.silverstripe.org/issues/105)
Moves config into its own section (there was code already doing this - part of the PHP upgrade effectively required either removing the code or getting it working, so I opted for the latter)
Displays protected methods and properties (https://github.com/silverstripe/api.silverstripe.org/issues/96)
