Reinstance "Config Options" section (@config) #91

This was dropped as part of the switch from Sami to Doctum (see https://github.com/silverstripe/api.silverstripe.org/pull/90).

There's a custom @config type hint, see example usage. It's unclear whether Doctum supports this.
