It would be nice if we could have a "dry-run" mod in cow so we can see what version cow wants to tag on GitHub without actually tagging anything.

Acceptance criteria

[ ] The publish release task lets you run a dry-run that list all the operation cow would want to do on GitHub.

This has been done - the trigger for dry run is setting the dev mode environment variable.
