The current help link in CWP is configured to point to cwp.govt.nz instead of docs.silverstripe.org: https://github.com/silverstripe/cwp-installer/blob/master/app/_config/cwpadmin.yml
With https://github.com/silverstripe/silverstripe-admin/pull/615#issuecomment-427324114 we'll need to add new config to change this, for SilverStripe 4.3.x-dev (CWP 2.2)
