Cow changelog template update #75

Move up the Security Consideracitons section, following the latest changelog format. Amend some wording

Yeah I think this needs a hint to the person filling out this template to use the highlevel severity rating, and also link to that page in the description that's visible to readers of this changelog. Agreed on surfacing the CWP-specific CVSS only here.
