DOCS Clarify public webroot behaviour in CWP #206

This has lead to developer confusion before. We are respecting the public/ folder when routing requests, but aren't actually running the webroot in that folder in CWP infrastructure. We should do that, but it's a non-trivial challenge around infrastructure config and detecting CWP 1.x vs. CWP 2.x.
