Remove document that should be independent on recipe. #248

This is dependent on platform, so move to elder/kb.

I think this documentation makes sense in the repository, it is in fact about considerations when running a CWP project on any infrastructure, so it makes sense as an overview.

What would be the new location? If it needs to be gone, I'd replace it with a link to the information living somewhere else, first, before ditching it completely.

Hi Michal. Good point. I have re-added the doc with a blurb to the new location. This document is intended to be a companion to the CWP infrastructure itself, not for general infra remarks.
