Re-enable CMS 5 --prefer-lowest jobs after 5.0.0 stable #41

After the 5.0.0 stable has been released, revert the changes in https://github.com/silverstripe/gha-generate-matrix/pull/40 Also re-enable the one in kitchen-sick (ref https://github.com/silverstripe/recipe-kitchen-sink/pull/26)
