The Kitchen Sink only test PHP8.1 and PHP 8.2 right now.

Acceptance criteria

At least one build of the sink test PHP8.3 recipe-cms
At least one build of the sink test PHP8.2 recipe-cms

Should say "latest supported PHP version" rather than specifically PHP 8.3 - we shouldn't hardcode it. Edit for future reference: I was outvoted about this
