Master branch is SS5 - is that where you want these new features?

Yes that's the expected behavior:

the current live SS4-compatible version of silverstripe/graphql is 2.
Multi-Schema support will be available with silverstripe/graphql version 3 and will ship with SS4.3.
There's a separate PR to update the master branch-alias of silverstripe/graphql to 4.x-dev.
