WYSIWYG image edit button floats/ is not aligned #1230

Overview

Depending on the size of the browser window, it's not uncommon to see the popover button for choosing the alignment or edit option for an image in the WYSIWYG to float away from where it should be.

Resize your window and you're likely to see it.

(I'd expect this to also affect prior versions.

Replicated in the following bowsers on MacOS: (the only two I tested)

Google Chrome 91.0.4472.114
Safari 14.1
