Field heights in pattern library not consistent with CMS field heights

The field height in the pattern library is smaller than it should be, this can be seen when you add a prefix or suffix area to the field.

Based on designs, the text line-height of the field should be 20px, padding top and bottom 7px, border 1px with a total height of 36px.

I think this might be related

I'm not getting this in 4.3, so it might be something that got broken in 4.x.
