Fold Mime Validation back into assets for CMS5 #509

We concluded a while back that it was inherently unsafe to run the CMS without MIME validation.

We nudge people pretty hard to install the mime validator module. However we kept it optional.

Acceptance criteria

[ ] The Mime validator is folded back into assets
[ ] The mime validator is on by default.
[ ] The value of the current upload validator is assess and potentially removed.
