Remove legacy `admin/cms` route #3016

I've just come across this routing redirection from the legacy admin/cms to admin/pages: https://github.com/silverstripe/silverstripe-cms/blob/df82162291253d91f9fd0d3a6a8dcf5199622262/_config/routes.yml#L8-L13

I strongly doubt anyone needs this redirection anymore. Let's get rid of it.

Acceptance criteria

[ ] The rerouting from admin/cms to admin/pages is removed
