Add yarn.lock file #219

The webpack build on the module only build a CSS bundle. However, having a lock file here will allow GitHub to warn us about potential security alert about our dependencies.

Failed builds seems unrelated to this PR. Seems like this module is legitimately broken.

Following discussion with the team, we're confident the broken build isn't cause by this PR. The underlying module appears to be broken, but fixing it is beyond the immediate scope.
