Description

Changes have been made to parameter types and method signature, new declaration of method return type to support new version of "monolog/monolog": "^3.2.0"

Requires merging https://github.com/silverstripe/silverstripe-framework/pull/10534 at the same time. Unable to test both PRs in CI at the same time, though has been tested locally by @sabina-talipova
