lessening z-index frontend top-bar #93

Fixes https://github.com/silverstripe/silverstripe-sharedraftcontent/issues/92

lessening z-index prevents frontend top-bar to go in front of https://github.com/jonom/silverstripe-betternavigator. Somewhere it errored down in those ~380MB npm-build. To get it done, edited src & dist manually ;(

We need to add an NPM build job to travis...

I've rebased this onto the 2.2 branch and adjusted the commit message slightly so the comments about npm builds don't appear in our changelogs =) Merge on green
