FIX Ensure mergeups iterates over inputs in a consistent order #34

This mergeups failure was caused by the order of branches being inconsistent between tests and the CI run, resulting in seeing that the 4 branch matches CMS 4 and therefore incorrectly thinking there's no gap between the branch and the CMS version generally.
