Make the toolbar reference the actual website making dev easier #36

We only need to alter this when we are testing new local changes to the toolbar.

Why was this not the live URL all the time? I agree with this change.

Context was when we were doing new development versions of the toolbar module, being able to test locally without disrupting the production ready master branch.

I raised it so would be poor form to self-merge... on the whole though happy for this to be merged.
