You have right.
Maybe remove the version from the Dockerfile and replace it with "stable" to ever download the latest stable release from there without need to update number of version?
There is always https://languagetool.org/download/LanguageTool-stable.zip file with the latest version.

I get a 404 file not found error for 5.2.3
It looks like 5.2.3 is an update only to the LibreOffice extension and not the standalone
*.zip
file. If you look at the available downloads, you can see there is aLanguageTool-5.2.3.oxt
but the latest*.zip
isLanguageTool-5.2.zip
