This PR adds documentation on how-to make a release using github release workflow.

There is still room for automation/simplifications: build the Windows "fat binaries" in the release workflow; automate the documentation deployment (readthedocs?). This describes the current process as used for v2.1.0. Let's make this evolve if needed.
