This is not as hard as it sounds with modern tools. OK, this isn't quite as hard as it sounds. Start with openmodelica, an open source simulation toolkit often used in the auto industry for systems-level simulation of an entire car. An introduction to modelica is here. This new open source car simulation code can be interfaced to carsets and tracks already created by community volunteers for the commercial racing sim rfactor, as rfactor published an interface standard to encourage community add-ons.

This is needed because there is no top quality open source sim racing code right now. The TUE game, Grand Prix Legends demo, is free but not open source, and is not as accurate as more recent sim racing products.
