Add API for changing the algorithm to use #8

Would be nice to be able to change the meshing algorithm from gdsfactory side. This would require making some sort of API here.

Yes we have that flag over in the femwell submodule. We should definitely add here

fixed by latest release, but I will keep open because it would be nice to add finer control over the mesh, for instance by specifying recombination options on a per-entity basis
