This PR is to improve Packit CI document adding troubleshooting section in the README.md. The Copr outage issue at https://github.com/simd-everywhere/simde/pull/1108#issuecomment-1807591166 made me send this PR.

You can check the modified README here in my forked repository.

I also updated the markdown format, referring to citations. I learnt the style on Sway window manager's README.
