Adds data for Elsweyr. Issues: • Would benefit from localization of "Northern Elsweyr". • Does not have Item IDs for CE Treasure Maps. • treasuremapelsweyr## and elsweyr_survey_xxxxxxxxxx are assuming to be internal to the Add-on. If they are from ESO, then I need to know where to find the correct values.
