The continuous integration pipeline for this repository seemed to have been disabled due to inactivity. I re-enabled it, and this PR includes some fixes to get the build step passing again:
Increment the dotnet-version in the pipeline from 6 to 7
Set the git reference for pull requests to avoid a bug in repo normalization in GitVersion
I also migrate away from the Turnstyle Github action to the built in concurrency functionality and upgrade various other actions in order to avoid being impacted by node12 deprecation
