i would like to know. if what we are building is base, do we need same equipment as a rover that goes on the drone? If thats the case, the cost doubles. or what goes on the drone. My budget is limited.

For drones my experience is more limited. It really just depends on what format the drone needs the information in. I can't speak for the drone hardware side of things. But usually you'll need a lesser powered gps unit and something to give it network connectivity at least. So as far as gps hardware goes specifically, costs should be much lower on the rtk receiver at least. Unless you're talking about surveying, then you probably will need similar hardware on both sides if not even better.

I Want to for 3d mapping with lidar, i can implement a ras pi on board and log lidar data with gps ones.
