drone staging area #10

add a "drone staging areaa", right now located on the roof of St. Mary's Hospital. All drones start there. Drones can recharge there. Recharge time is 5 mins

Added recharge stations at the roof of St. Mary's Hospital. Added a command button "Recharge" to move back and recharge it self automatically.

It might be useful for the drones to have a power meter above them that would slowly drain. I picture it similarly to the health bar in StarCraft.
