Helicopters #8

add helicopters (number to be parameterized in file), helos can fly anywhere, and any height above 75ft up to 400ft, unless taking off and landing, which they can do on any rooftop, at random intervals (frequency parameterized in file). However, helo trajectories can show up in both map views.

Added Helicopters and waypoints on roof top. Taking off / landing /moving are added for helicopters. Helicopters will search a random way point to move toward. It will land and rest for 5 seconds, and move to next random way point.
