Unify cc & nc logging settings in a single configuration file #889

The issue is based on our internal UCR customer experience.

Right now asterix-configuraiton.xml has a property log.level, which allow to 
change loggin level in NC logs.
However logging level in CC logs is altered in separate file log4j.properties.

It would have been nice if both os those properties were configured in the same 
place.
