Changed constitution to use a cronjob with wget/mako templates. Added i3.html #30

A cronjob pulls the constitution off the raw.github site of the constitution repo. Then uses mako template to insert constitution into constitution.html

i3.html now hosts past i3 videos.

Also, changed officers@simmons.mit.edu to simmons-officers@mit.edu in residents.html and changed index.html video to O Spongey-Sponge.

Please don't leave commented lines, if you're removing it, remove it. Furthermore, this can't be committed without rebasing, so please rebase your local copy.

Whoever pulls onto simmons.mit.edu should make sure to run constitution/update-cron

Hey Allen, can you please squash-down these commits so only the relevant parts remain? It's a bit hard to follow the structure right now.

I might soften the tours note, but I'll merge this. Will chat with you before starting the chron.
