Updated residents page #32

Included the Reservation Policies, Room Assignment Policy, and Lounge Policies links and marked them as "outdated." Removed the residents/archive folder.

ddeb24981dd1825af91bfce4459567e6c401ace2 includes an OS X specific .DS_Store, please remove this file and force-push.
