Bring back "documentation issue" link #3289

The old docs had a link to the empty issue template on every page, making it easier to report documentation issues associated with a single page.

The new docs don't have them, we should consider adding a link for this, perhaps next to the "edit this page" button.

Fixed in https://github.com/simolus3/drift/commit/3c9986f855707ab3bd0fa3d2299a6fa126526a9d, we'll probably re-deploy the docs soon.
