Local teams #21

I think we need a 'local team' record in the database. A team has

The ideas behind this is

  1. A user joining the system will want to find a local team to canvas with, so there should be a mechanism for users to find teams in their locality;
  2. That under the 'gamification' proposal, people ought to be able to see the canvassing scores of other members of their team;
  3. That groups e.g. Radical Indy groups and local SNP groups, for example, will want to organise as groups and the system should facilitate this.

The detail of how this all works needs to be to some extent driven by people who want to organise teams.

Right, that's tables added to the database to do teams (and also roles). Also sorted out migratus and made it work properly. This fix is currently sitting in branch feature/21 in the hope that someone will review it, but if no-one does I'll probably close the feature down at the end of the week.
