Scripts to populate the database from the electoral roll #24

We need a set of scripts which take electoral roll data and populate the database. It does not matter what language these are written in.

This is being progressed in project yyy-data. As of this moment, import of dwellings from Ordnance Survey data is working (although not as many dwellings as I expected, and that bears investigation). Intelligent handling of flatted dwellings is not yet working.
