Add elector data to map screen #32

At a certain level of zoom, each address which contains registered electors should be decorated with a flag indicating the canvassing status (i.e. not canvassed yet, yes, no, mixed). That data needs to be pulled from the API, and needs to be refreshed at least every five minutes, since other canvassers in the same team will be updating data.
