Will not set wall paper in Windows 8

What steps will reproduce the problem?
1.Browse to a picture.
2.Right click 'Set Wallpaper'
3.Nothing happens in Windows 8.

What is the expected output? What do you see instead?
Wallpaper should be set.

What version of the product are you using? On what operating system?
Chrome Toolbox (by Google) 1.0.32
Chrome Version 24.0.1312.35
Windows 8 x64

Please provide any additional information below.
Does not affect Windows 7 systems or earlier.

It isn't working for me in Windows 7, either.

Windows 7 32bit, Chrome Version 33.0.1750.117 m, Chrome Toolbox version 1.0.32
