Add GitHub CI workflow #118

This adds a CI workflow like the one in the ld-decode repository. It checks that the tools build and install with Qt 5 on Ubuntu 20.04, and with Qt 6 on Ubuntu 22.04.

This'll need reworking after #121, so hang on until that's dealt with.
