Add Scoop installation instructions for Windows users #71

Hi, this PR just adds a Repology badge and instructions to install for the Scoop package of hledger.

Thank you! I hadn't heard of Scoop before. How popular is it, eg compared with Chocolatey and Microsoft's new package manager ?

If you compare by stars on GitHub, Microsoft's winget comes first at 17k, then Scoop just behind at 16k and Chocolatey at 8k. So pretty popular considering it's community run rather than behind a company or a product with paid-only features!
