scope the built-in set of pals #2

The extension mechanism should be really good, and I don't necessary want to be the "keeper of the list." Should the package itself just supply pal roles for package development and document well + encourage extensions for things like authoring and interactive data analysis?

Further work here will focus on making a Really Good extension mechanism.
