3 new tasks, with buttons
fixed the display of "Spin Control" current state
Separated "Encoder" and "quad" summaries; each has a timestamp (but requires this)

I agree with this https://github.com/simonsobs/socs/issues/681 And this PR looks good to me. Thank you for doing this quickly.
