The way the SAT policy is currently implemented, detector (and now HWP) setup is done on the fly after all the blocks have been merged together. This means that a CMB scan block is often added to the output schedule during the time when we're actually needing to do detector and/or HWP setup for the next calibration block.
I think some of the things that have time costs associated with them need to become blocks in their own right? I have no idea how to do this.
